Mission: The Philadelphia Children's Alliance (PCA) is an independent non-profit organization that promotes healing and justice for sexually abused children in Philadelphia. Using a multidisciplinary approach, we collaborate with our partners in child protection, law enforcement, and medical and mental health services to provide forensic interviews, victim support and counseling services at the Philadelphia Safety Collaborative, a co-located child-friendly facility. We are committed to using best practices and we promote this model locally and nationally.
Position Summary:
Reporting to the Associate Director, this position is responsible for managing the outpatient trauma focused mental health services to youth who have experienced sexual abuse as well as other significant traumas and behavioral issues. The position oversees and develops the processes for the clinical program at PCA to ensure quality evidence-based therapeutic services are provided, clinical staff are trained and supported in their daily work, data is reported and tracked appropriately, and all ethical and legal standards are maintained.

- Relevant prior training and experience in providing Evidence Based Practice trauma interventions to child victims of trauma (e.g.TF-CBT, PCIT, EMDR).
- Clinical license in the state of Pennsylvania (LPC or LCSW).
- At least five years of management experience.
- Agreeable to a Monday through Friday 9 am – 5 pm hybrid work schedule (two days in the office), with one or two evenings.
Responsibilities:
Managerial:
- Manage and continue to develop a trauma-focused, clinical mental health program utilizing TF-CBT and other Evidence-Based trauma interventions.
- Work with the Associate Director to establish and implement appropriate protocols and standards to meet ethical and clinical requirements of the board of the Pennsylvania Social Workers, Marriage and Family Therapists and Professional Counselors as well as those of behavioral health insurance companies.
- Establish PCA as a leading mental health provider agency in the community and with insurance agencies (i.e., Community Behavioral Health); identify possible sources of funding for sustainability of programs.
- Maintain PCA’s compliance with National Children’s Alliance standards for mental health care.
- Manage clinical staff including hiring, training, day to day management, professional development, and regular clinical supervision.
- Maintain clinical records in accordance with all applicable legal and ethical standards and schedule regular clinical file audits.
- Oversee accurate documentation of therapeutic service provision with clients in NCAtrak online database.
- Responsible for the collection and reporting of program data to ensure compliance with caseloads, program goals, including PCA Strategic Plan goals, and grant requirements.
- Oversee the implementation of therapeutic groups for children who have experienced sexual abuse.
- Oversee the expansion of services to children needing specialized services (i.e. Child Victims of Human Trafficking, Youth with Problem Sexualize Behaviors).
- In conjunction with other PCA managers, evaluate and respond to mental health crises that may occur with children and parents who come to PCA.
- Collaborate with other members of the multidisciplinary team to ensure coordinated and comprehensive care for clients.
- Work with Victim Services Family Advocates and Manager of Victim Services to track provision of mental health services for in-house services to PCA clients and to evaluate compliance with and success of treatment.
- Maintain and manage resource library of appropriate trauma-specific therapeutic materials for children and families.
- Provide training for MDT and Community Members on Trauma Focused Treatment and Clinical Needs.
- Provide leadership to PCA staff through participation in PCA Leadership Team.
- Participate in community coalitions for mental health providers and victim advocates as required.
Direct Service:
- Provide services in extenuating circumstances for a small caseload (up to 3 clients) providing individual, group, and family therapy to child victims of sexual abuse and their non-offending family members.
- Conduct thorough screening and assessment for clients referred to PCA for post-traumatic stress symptoms, behavioral issues, and family stressors using identified screening tools to determine appropriateness for TF-CBT, PSB-CBT, or other evidence-based intervention as appropriate.
- Conduct intake assessments and make ongoing assessments using empirically validated instruments during therapy.
- Provide psychoeducation to caregivers regarding symptoms of trauma, normative sexual development of children, managing symptoms/behavior, and the importance of accessing behavioral health interventions.
- Create and review treatment plans in collaboration with clients and their families to regularly monitor treatment progress.
- Engage clients in trauma informed therapeutic interventions such as TF-CBT and PSB-CBT, including play or expressive arts as appropriate.
- Assist with safety planning with families to discuss needs for child supervision, behavior changes, and connect with supportive services as necessary.
- Make appropriate referrals for child and families psychological needs prior to termination as part of their aftercare planning.
Education and Experience:
- Master’s degree or PhD in social work, psychology, or a related mental health field with experience providing therapeutic services to trauma victims.
- Relevant experience with trauma-focused interventions, specifically TF-CBT.
- Mental health licensure in Pennsylvania (LCSW or LPC).
- Workshops, conferences and self-study appropriate to professional level.
- Familiarity with child abuse reporting requirements in Pennsylvania.
